Individual in question has already addressed me direct and I was in course of referring case to H.M. Consul at Swatow for his consideration. question of protection in China of British subjects of Chinese origin is a trouble- some and complicated one owing to special privileges enjoyed by foreigners in exterritorialised country like China and to fact that Chinese Nationality law is based on Jus Sanguinis, and under existing procedure British subjects of Chinese origin born outside British territory are generally speaking not entitled to British protection

in China.
